Does apartment insurance cover losses from utility service interruptions?

Standard commercial property policies exclude losses caused by off-premises utility failures, but utility services direct damage endorsements and utility time element endorsements can add this coverage back.

When a power grid failure, water main break, or gas line disruption occurs off the apartment property, the resulting losses to the building and its income stream are typically excluded under the standard commercial property policy. The ISO Causes of Loss—Special Form (CP 10 30, Exclusion B.2) excludes loss caused by the failure of power, communication, water, or other utility services supplied to the premises when the failure originates away from the insured location.

This exclusion creates a significant gap for apartment owners. A prolonged power outage in summer can render units uninhabitable due to heat, spoil tenant food (creating liability exposure), disable elevators in high-rise buildings, and shut down fire suppression and security systems. If tenants vacate due to the outage, the owner loses rental income with no coverage under the base policy.

Two ISO endorsements address this gap. The Utility Services—Direct Damage endorsement (CP 04 17) covers physical damage to the building and its contents caused by an off-premises utility failure, such as a power surge that damages HVAC systems or a water main break that causes basement flooding. The Utility Services—Time Element endorsement (CP 15 45) covers the loss of business income (rental income) and extra expenses resulting from an off-premises utility service interruption.

Both endorsements typically include a waiting period deductible—commonly 24 to 72 hours—before coverage applies. This eliminates short-duration outages and keeps the coverage affordable. The endorsements can be written to cover specific utility types (electric, water, gas, communication) or all utilities, and they specify a coverage radius from the insured property within which the utility failure must originate.

For apartment buildings in areas prone to extended utility disruptions—aging urban infrastructure, hurricane zones where power restoration takes weeks, or areas with unreliable water systems—these endorsements are essential additions to the insurance program.
