National Flood Insurance Program (NFIP)

The NFIP is a federal program administered by FEMA that provides flood insurance to property owners in participating communities, with coverage limits of $500,000 per commercial building.

The National Flood Insurance Program is the primary source of flood insurance in the United States. Administered by the Federal Emergency Management Agency (FEMA), the NFIP provides flood coverage to property owners in communities that participate in the program and adopt minimum floodplain management standards. For apartment buildings, the NFIP provides building coverage up to $500,000 per building and contents coverage up to $500,000.

The $500,000 per-building limit is a significant limitation for most apartment properties, which have replacement costs well in excess of that amount. For properties that need flood coverage above the NFIP limits, excess flood insurance is available from private carriers. Combining NFIP coverage with an excess flood policy creates a layered program that provides adequate protection for the full replacement cost of the building.

Flood insurance through the NFIP is mandatory for properties in FEMA-designated Special Flood Hazard Areas (Zones A and V) that have federally backed mortgages. Even when not mandatory, flood coverage is recommended for properties in moderate-risk zones, particularly ground-level units and buildings in areas prone to surface water flooding. The NFIP has undergone significant pricing changes under its Risk Rating 2.0 methodology, which prices policies based on individual property risk characteristics rather than broad flood zone designations.
