Betterment & Improvement

Betterments and improvements are permanent upgrades made to a building by a tenant or owner that increase the property's value or utility beyond its original condition.

Betterments and improvements refer to permanent additions or upgrades installed in a rental unit or common area that become part of the real property. In apartment buildings, these commonly include upgraded flooring, custom cabinetry, built-in appliances, modernized electrical panels, and renovated bathrooms. Under ISO form CP 00 10 (Building and Personal Property Coverage Form), betterments and improvements made by the building owner are typically covered as part of the building valuation. However, tenant-installed improvements occupy a gray area that apartment owners must address carefully.

When an apartment owner invests in unit upgrades between tenancies—granite countertops, luxury vinyl plank flooring, in-unit washer-dryer hookups—these betterments increase the replacement cost of the building. The TIV reported on the policy must account for these upgrades, or the owner risks triggering a co-insurance penalty when a loss occurs. Many owners systematically renovate units over time, and the cumulative cost of these improvements can add millions of dollars to a portfolio's replacement cost without the owner realizing the insurance gap.

From a claims perspective, betterments and improvements are valued at replacement cost if the policy carries an RCV endorsement. If a fire damages five recently renovated units, the insurer will pay to restore those units to their upgraded condition, not merely to their original builder-grade finish. Owners should maintain records of all improvements, including contractor invoices, material receipts, and photographs, to substantiate claims and ensure the adjuster applies the correct valuation to each component.
